UGUNJA,July 17, 2026-Principal Secretary for Internal Security and National Administration (PS) Dr Raymond Omollo has hailed ongoing government reforms in identification registration and administrative expansion as critical pillars in President William Ruto’s agenda to promote equity, inclusion, and national cohesion.
Speaking on Friday during the burial of veteran educationist Mwalimu Daniel Oluoch Wandayi in Ugunja, Siaya County, the PS reaffirmed the government’s commitment to ensuring no Kenyan is left behind in accessing services and development opportunities.
“Access to identification documents is about citizenship, inclusion and dignity. No Kenyan should be excluded from government programmes or democratic participation because they lack an identity document,” Dr. Omollo stated.
The Interior PS noted that President Ruto had issued clear directives to fa8cilitate all eligible Kenyans in obtaining identification documents without unnecessary obstacles.
He said the Ministry of Interior and National Administration is implementing the directive fairly and without discrimination.
Dr. Omollo pointed out stark disparities in ID registration across the country, noting that in Garissa County, six out of every ten adults lack identification documents, while in the Nyanza region, four out of ten face similar disenfranchisement.
“These are some of the things President Ruto is correcting to ensure equity in the country,” he affirmed. “The ongoing registration drive seeks to ensure that every Kenyan is counted, represented and able to benefit from national development programmes.”

PS Omollo who also handles National Administration announced the operationalization of Sikalame Division in Siaya County, with newly appointed officers expected to report next week.
He revealed that the recruitment of chiefs and assistant chiefs for newly created locations and sub-locations is already underway.
Acknowledging that Siaya has comparatively fewer administrative units than neighboring counties, Dr. Omollo disclosed that consultations with local leadership had resulted in an agreement to prioritize the county during the next phase of gazettement.
“Bringing government closer to the people remains a key priority. We want wananchi to access services conveniently and efficiently without travelling long distances,” he said.
The Interior PS called on residents to intensify registration with the Social Health Authority (SHA), noting that Siaya’s registration currently stands at 52% compared to Kisumu’s nearly 70%.
“I would want to appeal to the residents and the leadership of Siaya that we continue to work together to improve and increase the numbers,” he urged. “When the president is planning for healthcare, the people of Siaya should not be left behind.”
Dr Omollo also paid tribute to the late Mwalimu Wandayi, describing him as a distinguished educationist whose contribution to learning positively impacted generations, urging parents to invest in education, calling it the greatest equalizer.
He cautioned against political actors exploiting young people to engage in violence, urging restraint and responsibility.
“Young people should never allow themselves to be used to settle political scores,” he warned. “Their energy and talents should be directed towards education, innovation, entrepreneurship and nation-building.”
The funeral service of Daniel Wandayi who is the elder brother of Energy CS Opiyo Wandayi was also attended by ODM Party Leader Senator Oburu Odinga, National Treasury CS John Mbadi, Homa Bay Governor Gladys Wanga, among other other national and county leaders.
