KISUMU, 15th June 2026 -A Kisumu-based lawyer has formally demanded that the county government release a complete inventory and allocation records for all former Municipal Council institutional houses in Milimani, amid fresh revelations that the entire exercise could have been skewed to favour certain individuals.
Joshua Odhiambo Nyamori, acting through his law firm and under the banner Kisumu Rise Civic Accountability Initiative, has said the houses are public assets belonging to the people of Kisumu not private rewards for politically connected individuals.
“Public houses cannot be managed in secrecy. Public assets cannot become private rewards. Public revenue cannot disappear into silence,” Nyamori said in a statement.
He has also directed the demand to the County Government of Kisumu, the City Manager, and the City Board, asking a series of pointed questions.
In his demand notice, Nyamori pertinent questions: Who occupies these houses? Who allocated them? Where are the leases and tenancy agreements? What rent is being paid, and where is that revenue banked? Were the houses ever openly advertised, properly valued, or lawfully allocated?
Nyamori also wants all past taskforce reports on public housing made public, and questioned why Kisumu has never been issued a clean, audited inventory of these assets.

The demand comes just days after an ad-hoc committee instituted by the Kisumu County Assembly released a report on Own Source Revenue (OSR) on 3rd June 2026.
According to the report, the county is losing millions of shillings through non-payment of rent by occupants of county houses in Milimani.
Nyamori has now called for the immediate publication of the full rent roll, all allocation approvals, the taskforce report, and every lease agreement.
“This is not a rumour or reckless accusation,” he emphasised. “It is a lawful demand for records under public accountability laws.”
Nyamori further noted that both the national and county governments are bound by the Public Participation Act 2025 to engage citizens in crucial decisions that directly affect them, including the management and disposal of public assets.
The Kisumu County government is yet to issue any public response to the demand.
In his demand notice Nyamori said, Kisumu deserves the truth and this will be a public litigation on behalf of the citizens.
“Publish the inventory. Publish the leases. Publish the rent roll. Publish the approvals. Publish the taskforce report,” he added.
