Dr Charles Otieno K’onyango is the new County Executive Committee Member (CECM) for Lands, Physical Planning and Urban Development.
He was sworn in earlier today in a ceremony witnessed by Kisumu Governor Prof Anyang Nyong’o at the City Hall.
Dr K’Onyango took the oath of office before Chief Magistrate Hon. Dickinson Onyango.
Prof Nyong’o said that Dr K’Onyango will bring a wealth of experience in urban planning at the national level.
“I am confident that his expertise will be instrumental as we implement the new Kisumu City Physical Land Use and Development Plan,” he said.
The County Boss assured the residents that his administration is committed to ensuring that development is inclusive, sustainable and well-planned.

Dr K’onyango, who has previously served as the National Director of Urban Development in the national government.
He is a seasoned Urban Development Expert with over 28 years of experience; he brings a wealth of knowledge and leadership to the department.
At his previous posting, he oversaw the creation of 77 municipalities.
He also led major infrastructure initiatives amounting to over $350 million (Sh 45,245,781,350) in investments.
Renowned for his strategic acumen and commitment to sustainable urban growth, Dr K’Onyango has advised more than 35 counties on Policy, Regulatory Frameworks, and Spatial Planning.
His global exposure and role in the Climate Resilience Advocacy position him as a critical asset to the County Government of Kisumu.
He assumes the docket at a time when urbanisation continues to redefine Kisumu’s landscape.
Dr K’Onyango is expected to drive a robust transformative agenda in Land Management and Physical Planning.
“The development of livable, inclusive cities within the county is one of his in-tray.”
The ceremony was attended by Deputy Governor Dr. Matthew Owili, County Secretary Hesbon Hongo, and County Attorney Otieno Aluoka.
