Govt to Implement Integrated Payroll System from September, Says National Treasury CS John Mbadi

KISUMU, Kenya, August 9- The National Treasury and Economic Planning Cabinet Secretary (CS) John Mbadi has said that plans are in advanced stage to roll out the use of Integrated Payroll System and Single Treasury Account to curb graft beginning September 2025.

To solve Public Finance Management, the move CS Mbadi emphasized will consolidate government funds and provide a clearer picture on available resources in the both tiers of government-national and county.

He stressed that this will ensure timely and expeditious payment of salaries, and pension claims.

According to CS Mbadi, statutory deductions and saccos remittances withheld by employers will be adequately addressed.

Significantly, he further noted that it will adequately address issues such as multiple use of payrolls, existence of ghost workers, and enhance e-procument processing.

The system will also greatly reduce pilferage of public resources in government institutions.

Speaking during the 4th Kenya Affordable Housing Conference (KAHC) organized by Kenya Mortgage Refinance Company (KMRC) in Kisumu, CS Mbadi stressed that the changes will be effected in all Ministries,Departments, and Government Agencies (MDAs).

“Many people are complaining, making requests and giving justifications as to why it shouldn’t go ahead. There’s no two-way about it, as it’s one of the best approaches to weed out wastages in government institutions. My answer to them is that it must proceed,” he said to stakeholders drawn from across East Africa,India, Pakistan and Malaysia yesterday.

While giving the County Executive Officers and County Assemblies a grace period of one month, he urged them to speedily align with the new Integrated Payroll System by end of September.

Mbadi said: “When you hear people are complaining too much about a system, then know that you are on the right track…and that was our intended objective.”

For effective pension claims procedures, the National Treasury and National Savings Registry are working on integrating Biometric Verification Systems to promptly detect dead pensioners.”

It will restore public trust in the pension system and cease endless payments to non-existent beneficiaries.”

By moving all the MDA’s procurement processes through the Electronic Government Procurement (E-GP) System, CS Mbadi says that the country will save a whooping Sh50 billion annually.

Calling for patience and belief in the process, he reiterated the ministry’s commitment to paying all the pending bills to those who have been doing business with the government with some suffering for years dating back to 2005.

“We are almost finalizing with the roads sector which borne the brunt of this challenges,” Mbadi assured.
