KABETE, 12th August 2026– Interior Security Principal Secretary Dr Raymond Omollo has called for continuous training and capacity building of National Government Administration Officers (NGAOs) to strengthen service delivery, particularly in Nairobi.
Speaking during an engagement with NGAOs from the Nairobi West Sub-Region at the Kabete National Polytechnic, Dr Omollo said an effective, coordinated and responsive NGAO system is critical to translating government policies into action at the grassroots.
“Effective delivery of government programmes requires a well-trained, coordinated and responsive NGAO system. Continuous training and capacity building is therefore essential to strengthen their understanding of government policies, programmes and priorities, while equipping them with the skills to translate these priorities into effective action at the grassroots,” said Dr Omollo.
The engagement was led by Nairobi Regional Commissioner Rhoda Onyancha.
Dr. Omollo noted that NGAOs serve as the vital link between the central government and local communities. The NGAO structure runs from Regional Commissioners and County Commissioners, to Deputy County Commissioners and Assistant County Commissioners, down to Chiefs, Assistant Chiefs and Village Elders.
Their core mandate includes maintaining security, coordinating peace-building and conflict resolution, enforcing national policies such as the 100% school transition and the crackdown on illicit brews, and mobilizing citizens for government programmes including agricultural initiatives and social welfare schemes like Inua Jamii.
NGAOs also hold public barazas to explain government laws, gather feedback, and facilitate access to key documents such as national IDs. They further coordinate with county governments to ensure national and county projects are implemented without duplication.
“The NGAO remains the face of government at the grassroots. By equipping them with the right skills and resources, we ensure that every Kenyan feels the presence of government and benefits from public services,”Dr Omollo added.
