EACC Clamps Down On Forged Degree Certificates As Former IEBC Staff Face Court Charges

MILIMANI COURT, Nairobi – The Ethics and Anti-Corruption Commission (EACC) has stepped up its crackdown on civil servants using falsified academic certificates, with the latest culprit being Mr Lukaa Musamali Mukimi, a former employee of the Independent Electoral and Boundaries Commission (IEBC).

According to EACC, Mr Mukimi was arrested on 19th November and arraigned on 20th November for seeking promotion at IEBC after presenting a forged Bachelor of Arts in Social Studies (Public Administration) certificate, purportedly issued by Moi University.

The integrity watchdog’s investigations revealed that the academic documents presented by the suspect were falsified, and he knowingly submitted them as genuine. The Director of Public Prosecutions (DPP) concurred with the recommendation to initiate criminal proceedings against Mr Mukimi after receiving files from EACC.

He was subsequently charged with Forgery contrary to Section 345 as read with Section 349 of the Penal Code; Uttering a False Document contrary to Section 353 of the Penal Code; and Deceiving a Principal contrary to Section 41(2)(b) as read with Section 48 of the Anti-Corruption and Economic Crimes Act, No. 3 of 2003.

Mr Mukimi denied all charges when he appeared before Senior Principal Magistrate Hon Okore at the Milimani Anti-Corruption Court. He was released on a cash bail of Sh200,000 or an alternative bond of Sh500,000 with one surety of a similar amount.

The case is scheduled for mention on 4th December 2025, with the EACC reiterating its unwavering commitment to fighting fraud and upholding integrity within the public service.
