Kisumu,30th July 2026 –Newly appointed Kisumu County Assembly Clerk Nashon Kusina Opang’a has officially assumed office, pledging to strengthen governance, promote integrity and enhance service delivery within the institution.
Speaking to the Press on Thursday after taking over the role, Opang’a said his leadership would be guided by accountability, professionalism and inclusivity as he seeks to improve the assembly’s operations.
Opang’a, who took over from outgoing Clerk Advocate Owen Ojuok who has proceeded on terminal leave, brings over 12 years of legislative experience to the role.
He first joined the County Assembly of Vihiga in 2013 as a legal officer before rising to Deputy Clerk, a position he held for 12 years under four different clerks.
“I bring a lot in terms of experience. I’ve served as Deputy Clerk for 12 years, I’ve served under four clerks, I’ve seen the ups and downs, I’ve been able to learn and I know the ropes, I know the Assembly in and out,” Opang’a stated.
The Acting Clerk, who currently chairs the Deputy Clerks Council of Kenya, played a pivotal role in crafting the County Assembly Services Act of 2017, legislation that now guides county assembly operations nationwide.
In his message of gratitude, Opang’a acknowledged the County Assembly Service Board and Speaker Hon Elisha Oraro for their confidence in his leadership.
“Leadership, to me, is not about position or authority; it is about service, stewardship and creating an environment where others can succeed,” he remarked.
Opang’a outlined a vision focused on building a united, motivated and high-performing Assembly administration where every staff member is treated with fairness and empowered to reach their full potential.
Central to his agenda is fostering synergy through proper chain of command and ensuring equal opportunities for all staff members.
“One of the things that I felt when I came here, there are so many staff who feel like they’re not part and parcel of the family. That’s one of the things that I want to really work on, so that everyone feels part and parcel of this family,” he emphasized.
The Acting Clerk pledged to serve diligently, guided by the Constitution and public service values, while working to leave behind an institution that is robust, more efficient, more professional and better equipped to serve the people of Kisumu County.
