President William Ruto and former Prime Minister Raila Odinga will officially commission Phase 1 of the Local Authorities Pension Fund’s (LAPFUND) Makasembo Affordable Housing Project in Kisumu, scheduled for Saturday, May 31st.
The new Makasembo estate construction began in March 2021 on the expansive 11.6-acre parcel of land (47,245 sqm).
It boasts 1,870 units and ample parking slots for 1,754 vehicles, augmenting the Affordable Housing agenda under the MTP-IV of Kenya Vision 2030, and the Bottom-Up Economic Transformation Agenda.
In Block A, the 1,300 Medium-Cost units have two and three bedrooms, while 527 Low-Cost Units in Block B and Block C consist of three bedrooms and 1, 2 and 3 bedrooms for Low-Cost units, respectively.
Other key social amenities include: Pre-school, Solar power, a borehole, high-speed lifts, and recreational gardens for communal and play areas.

On Wednesday, 14th May, Kisumu Governor Prof Anyang Nyong’o received LAPFUND CEO Mr. Bernard Mbogoh, who paid him a courtesy call.
They discussed a wide range of issues in preparation for the official site handover of Phase 1 by the two leaders.
“We are proud to witness the completion of this transformative phase, comprising 910 modern housing units,” said Nyong’o.
By gracing the handing-over ceremony, Prof Nyong’o emphasised that it’s a strong testament to the unity of purpose in delivering decent and dignified living for our people.
To further expand access to affordable housing in the county, the two leaders will preside over the groundbreaking of Phase 3.
“I’m particularly pleased that the facility includes a kindergarten and daycare centre, to support working families, and ensure a nurturing environment for our young learners.”
LAPFUND is a state corporation established in 1960 by an Act of Parliament, Cap 272, Laws of Kenya.
It operates under the County Governments Act 2012 (section 132) with a fund value of Sh66B as at June 2024.
With a 78,000 membership, LAPFUND is a contribution scheme that serves the County Governments’ employees and Associated companies.

Apart from offering homes to willing homeowners, the Makasembo Affordable Housing project will also create job opportunities for the youth and women.
“It will enhance local infrastructure, economic growth, and forge lasting communal engagements.”
